As of March 22, 2021, a new Accessible Parking Permit Scheme, aligned with the Australian Disability Parking Permit Scheme, has been introduced by VicRoads. The transition aims to simplify the application process and ensure consistency across Victoria. Existing Disability Parking Permit (DPP) holders remain valid until expiration, requiring no immediate action.
Application Process:
- Paper-Based Application: Available for those without internet access, obtainable at Melbourne Town Hall or via postal request.
- In-Person Submission: Visit Melbourne Town Hall during business hours for assistance.
Application Alternatives :
- Online Application: Initiate your application at accessibleparking.vic.gov.au, providing a mobile number.
- Medical Assessment: Visit your General Practitioner (GP) or Occupational Therapist (OT) for an assessment.
- Application Review: Your local council will review the submitted application.
- Permit Issuance: Successful applicants will receive their permit via mail.
Disabled Parking Permit Types and Eligibility :
Three permit types are available:

- Australian Disability Parking (ADP) Permit for Individuals
- Double Time (DT) Permit for Individuals
- Australian Disability Parking (ADP) Permits for Organizations
Eligibility and conditions are detailed on the VicRoads website, determined by a medical practitioner’s assessment.
Usage Conditions:
- Restrictions: Prohibits parking in restricted zones like Clearways or Taxi Only Areas.
- Payment: Permit holders must adhere to parking fees unless specified otherwise.
- Display: Permits must be visibly displayed during parking.
Parking Allowances:
- ADP Permit: Allows parking in designated disabled bays for specified durations.
- DT Permit: Grants double parking time in regular bays, with payment requirements.
Renewal Process:
Permits do not auto-renew. Applicants must complete a new application, including medical assessment, before expiration.
City Access Permit:
Designed for ADP permit holders, providing extended parking for work, study, or medical appointments in Melbourne.
Replacement Permits:
Requests for replacement permits can be made online, requiring photo identification upon collection.
